為(wei)深(shen)入貫徹落實(shi)住建(jian)(jian)部(bu)(bu)及(ji)省(sheng)(sheng)(sheng)住建(jian)(jian)廳(ting)關于完善質(zhi)量(liang)(liang)(liang)保(bao)障(zhang)體系提(ti)升(sheng)(sheng)建(jian)(jian)筑工程品(pin)質(zhi)工作(zuo)的(de)各(ge)項(xiang)(xiang)安排部(bu)(bu)署,牢固(gu)樹立“質(zhi)量(liang)(liang)(liang)第一(yi)”意識,保(bao)障(zhang)工程質(zhi)量(liang)(liang)(liang),提(ti)升(sheng)(sheng)工程品(pin)質(zhi),加強預(yu)拌(ban)(ban)混凝(ning)土質(zhi)量(liang)(liang)(liang)管理,規范(fan)檢測(ce)(ce)(ce)市(shi)場秩序及(ji)檢測(ce)(ce)(ce)行(xing)為(wei),強化動態監(jian)管及(ji)事中事后監(jian)督(du)執法力度,打(da)擊違(wei)法違(wei)規行(xing)為(wei),提(ti)升(sheng)(sheng)全(quan)省(sheng)(sheng)(sheng)預(yu)拌(ban)(ban)混凝(ning)土質(zhi)量(liang)(liang)(liang)和工程質(zhi)量(liang)(liang)(liang)檢測(ce)(ce)(ce)水平,去年省(sheng)(sheng)(sheng)住建(jian)(jian)廳(ting)制(zhi)定了《全(quan)省(sheng)(sheng)(sheng)預(yu)拌(ban)(ban)混凝(ning)土質(zhi)量(liang)(liang)(liang)和工程質(zhi)量(liang)(liang)(liang)檢測(ce)(ce)(ce)專項(xiang)(xiang)整治(zhi)提(ti)升(sheng)(sheng)行(xing)動方案》,在全(quan)省(sheng)(sheng)(sheng)開展(zhan)預(yu)拌(ban)(ban)混凝(ning)土質(zhi)量(liang)(liang)(liang)和質(zhi)量(liang)(liang)(liang)檢測(ce)(ce)(ce)專項(xiang)(xiang)整治(zhi)。現將2021年全(quan)省(sheng)(sheng)(sheng)專項(xiang)(xiang)整治(zhi)提(ti)升(sheng)(sheng)工作(zuo)開展(zhan)情(qing)況(kuang)及(ji)質(zhi)量(liang)(liang)(liang)檢測(ce)(ce)(ce)監(jian)管系統(tong)統(tong)計分析情(qing)況(kuang)進(jin)行(xing)總(zong)結通報,請(qing)各(ge)地根據通報情(qing)況(kuang),結合工作(zuo)實(shi)際,持(chi)續深(shen)入開展(zhan)預(yu)拌(ban)(ban)混凝(ning)土質(zhi)量(liang)(liang)(liang)和質(zhi)量(liang)(liang)(liang)檢測(ce)(ce)(ce)專項(xiang)(xiang)整治(zhi)提(ti)升(sheng)(sheng)工作(zuo)。現就有關事項(xiang)(xiang)通知如(ru)下:
一(yi)、2021年專項整(zheng)治工(gong)作開展情(qing)況
(一)總體情況
2021年,各地住(zhu)建(jian)部門根據省(sheng)(sheng)住(zhu)建(jian)廳(ting)安排(pai)部署,積極組(zu)織開展專項(xiang)(xiang)整(zheng)(zheng)治(zhi)提升行(xing)動,督促指導相關(guan)單(dan)位開展自(zi)查(cha)(cha)自(zi)糾,對(dui)轄區(qu)內預(yu)(yu)拌混(hun)(hun)凝(ning)土(tu)生(sheng)產(chan)企(qi)業(ye)(ye)、工(gong)程(cheng)質量檢(jian)(jian)(jian)測機(ji)(ji)構(gou)進(jin)行(xing)監督檢(jian)(jian)(jian)查(cha)(cha)并對(dui)在建(jian)項(xiang)(xiang)目(mu)進(jin)行(xing)延(yan)(yan)伸檢(jian)(jian)(jian)查(cha)(cha)。各級住(zhu)建(jian)部門共檢(jian)(jian)(jian)查(cha)(cha)了153家(jia)(jia)工(gong)程(cheng)質量檢(jian)(jian)(jian)測機(ji)(ji)構(gou)、386家(jia)(jia)預(yu)(yu)拌混(hun)(hun)凝(ning)土(tu)生(sheng)產(chan)企(qi)業(ye)(ye),發(fa)(fa)現各類問(wen)題(ti)(ti)1912個(ge),下發(fa)(fa)整(zheng)(zheng)改通(tong)(tong)知(zhi)書483份(fen),實施(shi)行(xing)政處罰25起,累計(ji)罰款17.1萬元,通(tong)(tong)報違規問(wen)題(ti)(ti)企(qi)業(ye)(ye)8家(jia)(jia),責(ze)令7家(jia)(jia)檢(jian)(jian)(jian)測機(ji)(ji)構(gou)、10家(jia)(jia)預(yu)(yu)拌混(hun)(hun)凝(ning)土(tu)生(sheng)產(chan)企(qi)業(ye)(ye)停業(ye)(ye)(產(chan))整(zheng)(zheng)頓。省(sheng)(sheng)住(zhu)建(jian)廳(ting)組(zu)織督查(cha)(cha)組(zu)對(dui)張掖、武威、金昌、白銀、天水等地專項(xiang)(xiang)整(zheng)(zheng)治(zhi)開展情況進(jin)行(xing)了督查(cha)(cha),采取“雙隨機(ji)(ji)、一公開”方(fang)式抽查(cha)(cha)預(yu)(yu)拌混(hun)(hun)凝(ning)土(tu)企(qi)業(ye)(ye)9家(jia)(jia)、檢(jian)(jian)(jian)測機(ji)(ji)構(gou)10家(jia)(jia),延(yan)(yan)伸檢(jian)(jian)(jian)查(cha)(cha)建(jian)筑工(gong)地12項(xiang)(xiang),累計(ji)檢(jian)(jian)(jian)查(cha)(cha)專項(xiang)(xiang)整(zheng)(zheng)治(zhi)重點(dian)內容614項(xiang)(xiang),其中符合項(xiang)(xiang)478項(xiang)(xiang),不符合項(xiang)(xiang)136項(xiang)(xiang),符合率77.9%,發(fa)(fa)現各類問(wen)題(ti)(ti)132條,下發(fa)(fa)整(zheng)(zheng)改通(tong)(tong)知(zhi)書16份(fen)、執(zhi)法建(jian)議書1份(fen)。
根(gen)據省(sheng)(sheng)(sheng)廳(ting)督查(cha)及(ji)各地(di)專項行(xing)動工(gong)作(zuo)開(kai)(kai)展(zhan)情況,并結合全(quan)省(sheng)(sheng)(sheng)質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)(liang)檢測(ce)監管(guan)系統(tong)統(tong)計分析(xi)情況看,各地(di)住(zhu)建部門(men)及(ji)監督機(ji)構(gou)(gou)能夠貫(guan)徹落實(shi)(shi)國家、部、省(sheng)(sheng)(sheng)有關法律法規(gui)和(he)規(gui)定(ding),對(dui)轄區內的工(gong)程質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)(liang)檢測(ce)機(ji)構(gou)(gou)及(ji)預(yu)拌(ban)(ban)混(hun)凝(ning)(ning)土(tu)生(sheng)產企(qi)業(ye)(ye)(ye)進行(xing)了有效(xiao)監管(guan),并根(gen)據省(sheng)(sheng)(sheng)住(zhu)建廳(ting)的要求組織開(kai)(kai)展(zhan)了專項整(zheng)治行(xing)動,對(dui)檢查(cha)發(fa)現(xian)(xian)問(wen)題的整(zheng)改進行(xing)了跟蹤督促(cu),各地(di)預(yu)拌(ban)(ban)混(hun)凝(ning)(ning)土(tu)質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)(liang)和(he)工(gong)程質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)(liang)檢測(ce)管(guan)理工(gong)作(zuo)有了一(yi)定(ding)的提升和(he)改進,其中臨夏、金昌(chang)、蘭(lan)州新區等(deng)地(di)工(gong)作(zuo)開(kai)(kai)展(zhan)較(jiao)為扎實(shi)(shi)有效(xiao),全(quan)省(sheng)(sheng)(sheng)預(yu)拌(ban)(ban)混(hun)凝(ning)(ning)土(tu)質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)(liang)及(ji)質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)(liang)檢測(ce)工(gong)作(zuo)總體(ti)平(ping)穩(wen)受控。各工(gong)程質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)(liang)檢測(ce)機(ji)構(gou)(gou)及(ji)預(yu)拌(ban)(ban)混(hun)凝(ning)(ning)土(tu)生(sheng)產企(qi)業(ye)(ye)(ye)大(da)部分能夠遵守(shou)法律、法規(gui)和(he)工(gong)程建設強(qiang)制性標(biao)準,質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)(liang)管(guan)理體(ti)系及(ji)各項管(guan)理制度的建立及(ji)運行(xing)基本正常,全(quan)省(sheng)(sheng)(sheng)未(wei)出現(xian)(xian)因預(yu)拌(ban)(ban)混(hun)凝(ning)(ning)土(tu)質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)(liang)或質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)(liang)檢測(ce)問(wen)題引起的工(gong)程質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)(liang)安全(quan)事故。但是,檢查(cha)中也(ye)發(fa)現(xian)(xian)一(yi)些(xie)工(gong)程質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)(liang)檢測(ce)機(ji)構(gou)(gou)、預(yu)拌(ban)(ban)混(hun)凝(ning)(ning)土(tu)生(sheng)產企(qi)業(ye)(ye)(ye)存在問(wen)題和(he)不足,在企(qi)業(ye)(ye)(ye)管(guan)理、人才培(pei)養、業(ye)(ye)(ye)務培(pei)訓及(ji)質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)(liang)管(guan)控等(deng)方面需要不斷加強(qiang)和(he)提高,進一(yi)步提升企(qi)業(ye)(ye)(ye)質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)(liang)管(guan)理水平(ping)和(he)產品(pin)質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)(liang)。
(二)存在的主要問題(ti)
總體來(lai)(lai)看,部(bu)分住建主管(guan)部(bu)門對預(yu)拌混凝(ning)土(tu)質量(liang)及檢(jian)(jian)測(ce)機(ji)構監(jian)管(guan)力度不足(zu),信息化、動態化監(jian)管(guan)流(liu)于形(xing)式。全省大部(bu)分工程(cheng)質量(liang)檢(jian)(jian)測(ce)、預(yu)拌混凝(ning)土(tu)企(qi)(qi)業(ye)(ye)(ye)存在(zai)技術(shu)人員短缺、業(ye)(ye)(ye)務水平(ping)(ping)不高、技術(shu)研發能力低等現象。加之近年來(lai)(lai)受疫情影響(xiang),市(shi)場(chang)業(ye)(ye)(ye)務量(liang)萎縮,水泥(ni)、砂石等原材料價格上漲(zhang),部(bu)分混凝(ning)土(tu)生產企(qi)(qi)業(ye)(ye)(ye)經濟狀況(kuang)堪憂,產品質量(liang)難以(yi)得到有效保障。檢(jian)(jian)測(ce)市(shi)場(chang)也同樣面(mian)臨業(ye)(ye)(ye)務量(liang)不足(zu)導致(zhi)無序競爭(zheng)、隨意壓價等情況(kuang),檢(jian)(jian)測(ce)的公(gong)平(ping)(ping)公(gong)正性受到影響(xiang)。
1、主(zhu)管(guan)部(bu)門監(jian)管(guan)方(fang)面(mian)
一是(shi)(shi)(shi)部(bu)分住建部(bu)門對本地區(qu)預(yu)拌混凝(ning)土(tu)生(sheng)產企(qi)業和質量檢(jian)(jian)測(ce)機(ji)構存在(zai)的(de)問題重視程度(du)不夠,手(shou)段(duan)(duan)和方(fang)法不多,執行力(li)度(du)不嚴。二是(shi)(shi)(shi)監管(guan)(guan)工作(zuo)(zuo)仍存在(zai)薄(bo)弱(ruo)環節(jie),習慣于傳統監管(guan)(guan)方(fang)式,不善于運(yun)用數據分析、信息化手(shou)段(duan)(duan)開展監管(guan)(guan)工作(zuo)(zuo),蘭州(zhou)、平涼、隴南、天水等(deng)市(shi)有(you)大(da)量檢(jian)(jian)測(ce)不合格數據在(zai)檢(jian)(jian)測(ce)系統中,未進行處置,不合格檢(jian)(jian)測(ce)數據溯源追蹤工作(zuo)(zuo)不到(dao)位(wei)(wei);三是(shi)(shi)(shi)制度(du)落實不到(dao)位(wei)(wei),部(bu)分市(shi)州(zhou)對建設單(dan)位(wei)(wei)委托檢(jian)(jian)測(ce)制度(du)督促落實不力(li),仍有(you)許多項目存在(zai)施工單(dan)位(wei)(wei)委托檢(jian)(jian)測(ce)的(de)情況,檢(jian)(jian)測(ce)數據的(de)可靠(kao)性受到(dao)影(ying)響。
2、預拌混(hun)凝(ning)土質量(liang)方面
總體來看(kan),全(quan)省(sheng)預(yu)(yu)拌混凝土生(sheng)(sheng)產(chan)(chan)(chan)企(qi)(qi)(qi)業數量逐年(nian)增加,發(fa)展(zhan)速度較快,也涌現出(chu)一(yi)些企(qi)(qi)(qi)業通過信息化和智能化的生(sheng)(sheng)產(chan)(chan)(chan)管理,降低(di)了質量風險,提高了企(qi)(qi)(qi)業管理水平和市場競爭(zheng)力。但從整(zheng)體水平來看(kan),我省(sheng)大部分混凝土生(sheng)(sheng)產(chan)(chan)(chan)企(qi)(qi)(qi)業不注重(zhong)(zhong)科技(ji)和綠(lv)色(se)發(fa)展(zhan),全(quan)省(sheng)預(yu)(yu)拌混凝土企(qi)(qi)(qi)業整(zheng)體水平仍然不高,在發(fa)展(zhan)混凝土綠(lv)色(se)生(sheng)(sheng)產(chan)(chan)(chan)、智能化生(sheng)(sheng)產(chan)(chan)(chan)方(fang)面任(ren)重(zhong)(zhong)道遠。
一(yi)是企(qi)(qi)業(ye)(ye)(ye)管(guan)(guan)理方(fang)面(mian)。企(qi)(qi)業(ye)(ye)(ye)管(guan)(guan)理制(zhi)(zhi)度不完(wan)善(shan),部(bu)分(fen)企(qi)(qi)業(ye)(ye)(ye)未(wei)建立日常及(ji)定(ding)期(qi)質量(liang)檢查(cha)制(zhi)(zhi)度及(ji)不合格品處理制(zhi)(zhi)度。企(qi)(qi)業(ye)(ye)(ye)管(guan)(guan)理體系不健全,部(bu)分(fen)企(qi)(qi)業(ye)(ye)(ye)未(wei)設置(zhi)質量(liang)管(guan)(guan)理部(bu)門(men),或將(jiang)質量(liang)管(guan)(guan)理設在試驗室(shi),管(guan)(guan)理責任混(hun)亂。部(bu)分(fen)企(qi)(qi)業(ye)(ye)(ye)技(ji)(ji)術力量(liang)薄弱,技(ji)(ji)術人員數量(liang)及(ji)能力不滿足生產要求,且(qie)對培訓工作不重視,大部(bu)分(fen)企(qi)(qi)業(ye)(ye)(ye)沒有定(ding)期(qi)組織對員工進行業(ye)(ye)(ye)務(wu)培訓,一(yi)些(xie)技(ji)(ji)術人員、試驗人員對規范標準(zhun)不熟(shu)悉(xi)不掌握,業(ye)(ye)(ye)務(wu)不精。
二是原(yuan)材(cai)料(liao)(liao)(liao)管理方面(mian)。部分(fen)企(qi)(qi)業(ye)原(yuan)材(cai)料(liao)(liao)(liao)管理制度不健全,對(dui)進(jin)場(chang)材(cai)料(liao)(liao)(liao)質量(liang)把關不嚴(yan)(yan),一些(xie)原(yuan)材(cai)料(liao)(liao)(liao)缺(que)少產品(pin)質量(liang)證明文件,進(jin)場(chang)臺賬(zhang)記錄不全,進(jin)場(chang)留(liu)樣(yang)不符(fu)合規范(fan)要(yao)求(qiu)。部分(fen)企(qi)(qi)業(ye)未嚴(yan)(yan)格執(zhi)行(xing)原(yuan)材(cai)料(liao)(liao)(liao)復檢(jian)(jian)制度,對(dui)進(jin)場(chang)材(cai)料(liao)(liao)(liao)的復檢(jian)(jian)批(pi)次(ci)、頻次(ci)、檢(jian)(jian)驗項目等不按規范(fan)要(yao)求(qiu)進(jin)行(xing)。外加劑(ji)質量(liang)管理不嚴(yan)(yan),目前外加劑(ji)市(shi)場(chang)魚龍混雜,質量(liang)參差不齊(qi),但部分(fen)企(qi)(qi)業(ye)對(dui)外加劑(ji)進(jin)場(chang)未進(jin)行(xing)嚴(yan)(yan)格復試(shi),個別企(qi)(qi)業(ye)試(shi)驗人員(yuan)甚至對(dui)外加劑(ji)的檢(jian)(jian)測要(yao)求(qiu)和檢(jian)(jian)測項目不掌握,隨(sui)意編(bian)造檢(jian)(jian)測數據。
三是試驗(yan)管理方面。部分(fen)企業(ye)試驗(yan)室(shi)管理及(ji)運行不規(gui)范(fan)(fan),原始記錄數據不全(quan)、填寫(xie)不規(gui)范(fan)(fan),出具的檢測報告格式、內(nei)容錯誤。部分(fen)企業(ye)試驗(yan)室(shi)試驗(yan)環境、設備使用(yong)條件(jian)不滿足規(gui)范(fan)(fan)要求(qiu),檢測能力與企業(ye)生產(chan)經(jing)營狀(zhuang)況(kuang)不匹配。部分(fen)企業(ye)試驗(yan)室(shi)主任長期不到崗,試驗(yan)檢測人員(yuan)數量(liang)不足。
四是生產(chan)質量(liang)(liang)管理(li)方面。部分(fen)企(qi)(qi)業混(hun)凝(ning)土(tu)(tu)(tu)質量(liang)(liang)控制措(cuo)施(shi)不(bu)到位(wei),配(pei)合(he)(he)比(bi)(bi)管理(li)混(hun)亂,配(pei)合(he)(he)比(bi)(bi)設(she)計(ji)(ji)無(wu)試配(pei)資料,生產(chan)過程中隨(sui)意調整配(pei)合(he)(he)比(bi)(bi)。部分(fen)企(qi)(qi)業對混(hun)凝(ning)土(tu)(tu)(tu)出(chu)廠(chang)把關不(bu)嚴(yan),未(wei)按要求嚴(yan)格進(jin)行出(chu)廠(chang)檢驗,出(chu)廠(chang)檢驗取樣數(shu)量(liang)(liang)不(bu)符(fu)合(he)(he)規(gui)范要求或(huo)者試塊(kuai)到齡期(qi)不(bu)檢測,對抗滲混(hun)凝(ning)土(tu)(tu)(tu)未(wei)進(jin)行抗滲性能檢測,試塊(kuai)弄(nong)虛作假,編造(zao)出(chu)廠(chang)檢測數(shu)據,抽查中還(huan)發現個別企(qi)(qi)業混(hun)凝(ning)土(tu)(tu)(tu)強(qiang)度達不(bu)到設(she)計(ji)(ji)要求。部分(fen)企(qi)(qi)業生產(chan)計(ji)(ji)量(liang)(liang)控制措(cuo)施(shi)不(bu)到位(wei),攪拌(ban)樓投料設(she)備計(ji)(ji)量(liang)(liang)不(bu)準、計(ji)(ji)量(liang)(liang)器(qi)偏(pian)差較大,未(wei)及時進(jin)行校準。部分(fen)企(qi)(qi)業混(hun)凝(ning)土(tu)(tu)(tu)出(chu)廠(chang)合(he)(he)格證不(bu)規(gui)范,未(wei)附(fu)配(pei)合(he)(he)比(bi)(bi)報告及混(hun)凝(ning)土(tu)(tu)(tu)抗壓強(qiang)度檢測報告。
3、工程質量(liang)檢(jian)測方面
從檢(jian)(jian)(jian)查情況看,全(quan)省檢(jian)(jian)(jian)測(ce)行業(ye)現代化管(guan)理水平普遍較低,質(zhi)量檢(jian)(jian)(jian)測(ce)水平已(yi)逐漸跟不(bu)上建(jian)筑業(ye)快速發展的需(xu)求(qiu),檢(jian)(jian)(jian)測(ce)行業(ye)整(zheng)體水平不(bu)高。全(quan)省綜合業(ye)務(wu)能力(li)強(qiang)、整(zheng)體技術(shu)水平高的大型綜合檢(jian)(jian)(jian)測(ce)機構(gou)少,中(zhong)低水平檢(jian)(jian)(jian)測(ce)機構(gou)偏多,檢(jian)(jian)(jian)測(ce)技術(shu)力(li)量較為薄弱,特別是一些縣區的檢(jian)(jian)(jian)測(ce)機構(gou)在人員素質(zhi)、環境條件、設備配置等方面比(bi)較落后,檢(jian)(jian)(jian)測(ce)精(jing)度不(bu)高、數據不(bu)準(zhun)確,虛假檢(jian)(jian)(jian)測(ce)報告(gao)等行為仍然(ran)存在。
一是企業管理(li)(li)方面(mian)。部分檢(jian)測(ce)(ce)機構內(nei)部管理(li)(li)松散,沒有(you)(you)行之有(you)(you)效(xiao)的(de)管理(li)(li)措施(shi),使得檢(jian)測(ce)(ce)工作的(de)質(zhi)量難以得到保證,質(zhi)量管理(li)(li)制度、質(zhi)量保障(zhang)體系流于形式。企業對檢(jian)測(ce)(ce)人(ren)員定期培訓(xun)不(bu)到位,部分檢(jian)測(ce)(ce)人(ren)員不(bu)理(li)(li)解和掌(zhang)握檢(jian)測(ce)(ce)標準或規(gui)范(fan)要求(qiu),對設備儀器的(de)操作不(bu)熟練規(gui)范(fan)。
二(er)是設(she)(she)施(備(bei)(bei))環境方面。部分(fen)檢測(ce)(ce)機構(gou)基礎設(she)(she)施條件較差,檢測(ce)(ce)設(she)(she)備(bei)(bei)陳舊(jiu),檢測(ce)(ce)精度(du)不能滿足各種檢測(ce)(ce)指(zhi)標的(de)要(yao)求。部分(fen)機構(gou)場地為(wei)臨(lin)時租(zu)借(jie),空間狹小,試驗場所(suo)溫(wen)(wen)濕度(du)環境不符合(he)要(yao)求,甚至(zhi)個別標養室(shi)溫(wen)(wen)濕度(du)控(kong)制系統(tong)損壞,水泥室(shi)、節能室(shi)無恒溫(wen)(wen)恒濕設(she)(she)備(bei)(bei)。部分(fen)機構(gou)無獨立(li)的(de)檔案室(shi),檔案管理不規范。個別機構(gou)檢測(ce)(ce)儀(yi)器未按要(yao)求進行計量鑒定、校(xiao)準。
三是檢(jian)(jian)測(ce)業務(wu)開展方(fang)面。部(bu)分(fen)檢(jian)(jian)測(ce)機(ji)(ji)構收樣(yang)管理不(bu)(bu)(bu)嚴,收樣(yang)程(cheng)序不(bu)(bu)(bu)規(gui)(gui)范(fan),收取的(de)(de)(de)部(bu)分(fen)樣(yang)品不(bu)(bu)(bu)符(fu)合試驗要求,個(ge)別機(ji)(ji)構未設置(zhi)獨立的(de)(de)(de)收樣(yang)室,試驗人(ren)員(yuan)直接收樣(yang),未執行盲(mang)樣(yang)流(liu)轉。部(bu)分(fen)機(ji)(ji)構對檢(jian)(jian)測(ce)過程(cheng)管理松懈(xie),有(you)(you)的(de)(de)(de)原始記錄內(nei)容不(bu)(bu)(bu)規(gui)(gui)范(fan)或存(cun)在錯誤(wu)(wu),沒有(you)(you)過程(cheng)數(shu)據(ju),不(bu)(bu)(bu)能(neng)追(zhui)溯,有(you)(you)的(de)(de)(de)檢(jian)(jian)測(ce)報(bao)告引用的(de)(de)(de)方(fang)法依據(ju)不(bu)(bu)(bu)符(fu)合規(gui)(gui)范(fan)標準、結論錯誤(wu)(wu)。個(ge)別機(ji)(ji)構對出現(xian)的(de)(de)(de)不(bu)(bu)(bu)合格數(shu)據(ju)未按規(gui)(gui)定及時上報(bao)處理。部(bu)分(fen)檢(jian)(jian)測(ce)機(ji)(ji)構仍存(cun)在代替(ti)施工現(xian)場養(yang)護混凝土試件的(de)(de)(de)情況。
4、施工現(xian)場延伸檢查情況
重點對施工(gong)現(xian)場混凝土質量控制和檢測制度(du)執(zhi)行(xing)情況進行(xing)了延伸(shen)檢查(cha),同(tong)時抽(chou)查(cha)了項目參建各方(fang)履職、工(gong)程(cheng)(cheng)實(shi)體質量和工(gong)程(cheng)(cheng)資(zi)料等方(fang)面的內容,抽(chou)檢工(gong)程(cheng)(cheng)質量總體可控,但(dan)各項制度(du)執(zhi)行(xing)、工(gong)程(cheng)(cheng)實(shi)體質量水平仍需(xu)提高。
一是參建(jian)各方(fang)履職方(fang)面。建(jian)設(she)單位(wei)工(gong)程(cheng)(cheng)質量(liang)首(shou)要責任落(luo)實不(bu)(bu)到位(wei),部(bu)分(fen)(fen)(fen)項(xiang)目未(wei)按照要求由(you)建(jian)設(she)單位(wei)委托工(gong)程(cheng)(cheng)質量(liang)檢測(ce)(ce)機構對(dui)見(jian)(jian)證取樣和工(gong)程(cheng)(cheng)實體質量(liang)進(jin)行(xing)(xing)檢測(ce)(ce)。部(bu)分(fen)(fen)(fen)監(jian)(jian)理單位(wei)未(wei)認真履行(xing)(xing)監(jian)(jian)理職責,總監(jian)(jian)理工(gong)程(cheng)(cheng)師不(bu)(bu)到崗履職,現(xian)場見(jian)(jian)證取樣、旁(pang)站(zhan)監(jian)(jian)理工(gong)作流于形式,大(da)部(bu)分(fen)(fen)(fen)監(jian)(jian)理對(dui)施工(gong)單位(wei)委托檢測(ce)(ce)的情(qing)況(kuang)未(wei)進(jin)行(xing)(xing)督促整改。部(bu)分(fen)(fen)(fen)施工(gong)單位(wei)現(xian)場管(guan)理不(bu)(bu)規范(fan),試塊制(zhi)作及標養室(shi)管(guan)理不(bu)(bu)到位(wei),現(xian)場標養室(shi)未(wei)正(zheng)常運轉,未(wei)按規范(fan)要求留置(zhi)混凝土(tu)試塊,混凝土(tu)施工(gong)過程(cheng)(cheng)質量(liang)控制(zhi)不(bu)(bu)到位(wei)。大(da)部(bu)分(fen)(fen)(fen)建(jian)設(she)、監(jian)(jian)理、施工(gong)單位(wei)對(dui)檢測(ce)(ce)機構出具的檢測(ce)(ce)報告未(wei)進(jin)行(xing)(xing)嚴格把關,只看結(jie)論不(bu)(bu)看內容(rong),對(dui)檢測(ce)(ce)報告中的一些明顯錯(cuo)誤不(bu)(bu)能及時發現(xian)。
二是工程(cheng)實體質量(liang)方面。部分項目(mu)(mu)混凝土養護不(bu)(bu)到位(wei),外觀質量(liang)較差,存在蜂窩(wo)、漏(lou)筋、夾渣、空鼓(gu)、漏(lou)漿(jiang)、錯臺等質量(liang)缺陷,接(jie)縫處冷縫較多,一些項目(mu)(mu)樓板裂縫情況(kuang)較為明顯,混凝土裂縫控(kong)制措施不(bu)(bu)到位(wei)。個別項目(mu)(mu)現場(chang)抽(chou)樣檢(jian)測(ce)砼保(bao)護層(ceng)厚度(du)符合率偏低。
三(san)是工程(cheng)資料(liao)(liao)方面。部分(fen)(fen)項(xiang)目(mu)施(shi)工資料(liao)(liao)滯(zhi)后于工程(cheng)進度,預拌混(hun)(hun)凝(ning)(ning)土(tu)出(chu)廠合格(ge)證(zheng)(zheng)(zheng)、檢(jian)(jian)(jian)測報告出(chu)具(ju)不(bu)及時,個別(bie)項(xiang)目(mu)檢(jian)(jian)(jian)測(取(qu)樣)日(ri)(ri)期(qi)與施(shi)工日(ri)(ri)志記(ji)錄(lu)不(bu)相符(fu)。部分(fen)(fen)項(xiang)目(mu)驗(yan)收記(ji)錄(lu)不(bu)完整,檢(jian)(jian)(jian)驗(yan)批驗(yan)收缺少現場(chang)檢(jian)(jian)(jian)查(cha)原始記(ji)錄(lu),施(shi)工資料(liao)(liao)中(zhong)(zhong)代簽字的情(qing)況較多。個別(bie)項(xiang)目(mu)對混(hun)(hun)凝(ning)(ning)土(tu)中(zhong)(zhong)的氯離子含(han)量、堿含(han)量等混(hun)(hun)凝(ning)(ning)土(tu)耐久性參數設(she)計(ji)有(you)明確要求(qiu),但無驗(yan)證(zheng)(zheng)(zheng)資料(liao)(liao)。部分(fen)(fen)監理(li)單(dan)(dan)位未記(ji)錄(lu)現場(chang)見證(zheng)(zheng)(zheng)取(qu)樣情(qing)況,或者監理(li)日(ri)(ri)志、旁(pang)站記(ji)錄(lu)、見證(zheng)(zheng)(zheng)記(ji)錄(lu)中(zhong)(zhong)取(qu)樣數量、日(ri)(ri)期(qi)等信息(xi)不(bu)能一一對應,甚至個別(bie)現場(chang)存在(zai)施(shi)工單(dan)(dan)位代替監理(li)單(dan)(dan)位記(ji)錄(lu)監理(li)日(ri)(ri)志、旁(pang)站記(ji)錄(lu)的情(qing)況。
5、質量檢測(ce)監管系統數據統計(ji)分(fen)析情(qing)況
2021年度(du),全省各工程質量(liang)檢測(ce)(ce)機(ji)構通(tong)過(guo)監管系(xi)統(tong)共成(cheng)功上(shang)傳(chuan)(chuan)檢測(ce)(ce)報(bao)告2301984份(fen),其中:混(hun)凝土抗壓強度(du)1300462份(fen)(占(zhan)56.5%)、鋼筋接頭618949份(fen)(占(zhan)26.9%)、鋼筋原材382573份(fen)(占(zhan)16.6%),存在不合格(ge)報(bao)告1899份(fen)(占(zhan)0.08%)。蘭(lan)州市(shi)、蘭(lan)州新區(qu)、天(tian)水市(shi)上(shang)傳(chuan)(chuan)檢測(ce)(ce)報(bao)告總(zong)數(shu)位列(lie)前三,分(fen)別是:726452份(fen)、263191份(fen)、244983份(fen),占(zhan)全省總(zong)數(shu)的53.6%。經對檢測(ce)(ce)監管平臺(tai)中各地檢測(ce)(ce)機(ji)構數(shu)據上(shang)傳(chuan)(chuan)情(qing)(qing)況(kuang)進行梳(shu)理分(fen)析,反映出(chu)部分(fen)監督機(ji)構對檢測(ce)(ce)數(shu)據上(shang)傳(chuan)(chuan)情(qing)(qing)況(kuang)未定期進行統(tong)計分(fen)析和(he)核查比對、不合格(ge)數(shu)據未及時處置,部分(fen)檢測(ce)(ce)機(ji)構未按規定采集上(shang)傳(chuan)(chuan)試驗數(shu)據、試驗過(guo)程中違(wei)反操(cao)作規定等情(qing)(qing)況(kuang)時有發生。一些具體情(qing)(qing)況(kuang)如(ru)下(xia):
一是部分地(di)(di)區對(dui)系統中的不(bu)合格(ge)記(ji)錄(lu)處理不(bu)及時。截止年底,各地(di)(di)均(jun)(jun)存在一些不(bu)合格(ge)記(ji)錄(lu)未處理的情況,全省年度平(ping)均(jun)(jun)處理率(lv)僅為44%。金昌(chang)、定西、武(wu)威等地(di)(di)處理率(lv)較高,均(jun)(jun)在95%以上,蘭州(永登縣(xian))、平(ping)涼(華亭市)、白銀(景(jing)泰縣(xian))等地(di)(di)未處理不(bu)合格(ge)數據較多。
二是部(bu)(bu)分檢(jian)(jian)(jian)(jian)測(ce)機(ji)構未(wei)在系統中(zhong)上傳檢(jian)(jian)(jian)(jian)測(ce)數(shu)(shu)據(ju)(ju)(ju)或上傳數(shu)(shu)據(ju)(ju)(ju)較少。甘(gan)肅(su)宏泰宇工(gong)(gong)(gong)程(cheng)(cheng)(cheng)檢(jian)(jian)(jian)(jian)測(ce)科(ke)技有(you)(you)(you)(you)(you)限(xian)(xian)公司(si)(si)、慶陽億業公路工(gong)(gong)(gong)程(cheng)(cheng)(cheng)檢(jian)(jian)(jian)(jian)測(ce)有(you)(you)(you)(you)(you)限(xian)(xian)公司(si)(si)、張(zhang)掖市科(ke)力(li)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)質(zhi)(zhi)量檢(jian)(jian)(jian)(jian)測(ce)試驗室、金昌市錦(jin)譽(yu)澤工(gong)(gong)(gong)程(cheng)(cheng)(cheng)檢(jian)(jian)(jian)(jian)測(ce)服務有(you)(you)(you)(you)(you)限(xian)(xian)公司(si)(si)等10家(jia)機(ji)構2021年(nian)度在檢(jian)(jian)(jian)(jian)測(ce)監(jian)管平(ping)(ping)臺中(zhong)未(wei)上傳數(shu)(shu)據(ju)(ju)(ju)。甘(gan)肅(su)新大地工(gong)(gong)(gong)程(cheng)(cheng)(cheng)質(zhi)(zhi)量檢(jian)(jian)(jian)(jian)測(ce)有(you)(you)(you)(you)(you)限(xian)(xian)公司(si)(si)、甘(gan)肅(su)中(zhong)建市政工(gong)(gong)(gong)程(cheng)(cheng)(cheng)勘察(cha)設計(ji)研(yan)究(jiu)院(yuan)有(you)(you)(you)(you)(you)限(xian)(xian)公司(si)(si)、蘭州理工(gong)(gong)(gong)大學高新技術成(cheng)果(guo)推廣轉化中(zhong)心、西北礦冶研(yan)究(jiu)院(yuan)4家(jia)機(ji)構在監(jian)管平(ping)(ping)臺中(zhong)沒有(you)(you)(you)(you)(you)登記信息(未(wei)安(an)裝自動采集設備或未(wei)啟用)。部(bu)(bu)分檢(jian)(jian)(jian)(jian)測(ce)機(ji)構沒有(you)(you)(you)(you)(you)將(jiang)全(quan)(quan)部(bu)(bu)檢(jian)(jian)(jian)(jian)測(ce)數(shu)(shu)據(ju)(ju)(ju)進行上傳,全(quan)(quan)省有(you)(you)(you)(you)(you)28家(jia)檢(jian)(jian)(jian)(jian)測(ce)機(ji)構全(quan)(quan)年(nian)上傳數(shu)(shu)據(ju)(ju)(ju)在500條以下(xia),甘(gan)肅(su)臨(lin)卓建設工(gong)(gong)(gong)程(cheng)(cheng)(cheng)檢(jian)(jian)(jian)(jian)測(ce)有(you)(you)(you)(you)(you)限(xian)(xian)公司(si)(si)、玉(yu)門油田(tian)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)質(zhi)(zhi)量檢(jian)(jian)(jian)(jian)測(ce)有(you)(you)(you)(you)(you)限(xian)(xian)公司(si)(si)、甘(gan)肅(su)鯤誠工(gong)(gong)(gong)程(cheng)(cheng)(cheng)檢(jian)(jian)(jian)(jian)測(ce)有(you)(you)(you)(you)(you)限(xian)(xian)公司(si)(si)、慶陽市天源水利(li)勘測(ce)規劃(hua)設計(ji)有(you)(you)(you)(you)(you)限(xian)(xian)公司(si)(si)等單位上傳數(shu)(shu)據(ju)(ju)(ju)較少。
三是部分檢(jian)測(ce)機構(gou)存(cun)在(zai)修改報(bao)告(gao)(gao)(gao)、報(bao)告(gao)(gao)(gao)中數據(ju)未采集的情況。白(bai)銀銀科(ke)建(jian)設工(gong)程(cheng)質量檢(jian)測(ce)有限公(gong)(gong)司累計修改報(bao)告(gao)(gao)(gao)147份。靜(jing)寧縣(xian)建(jian)設工(gong)程(cheng)質量檢(jian)測(ce)中心、甘肅恒工(gong)工(gong)程(cheng)檢(jian)測(ce)有限公(gong)(gong)司修改報(bao)告(gao)(gao)(gao)30份以上(shang)。嘉峪(yu)關英創建(jian)設工(gong)程(cheng)質量檢(jian)測(ce)有限責(ze)任公(gong)(gong)司、中鐵西北科(ke)學研究院有限公(gong)(gong)司、甘肅環海工(gong)程(cheng)試驗(yan)檢(jian)測(ce)有限責(ze)任公(gong)(gong)司等檢(jian)測(ce)機構(gou)存(cun)在(zai)檢(jian)測(ce)報(bao)告(gao)(gao)(gao)沒有采集數據(ju)。
四是部分檢(jian)(jian)測(ce)(ce)(ce)機構(gou)數(shu)據(ju)(ju)二(er)次采(cai)集(ji)率偏高。從系統統計情況(kuang)看,全(quan)省約80%的(de)(de)檢(jian)(jian)測(ce)(ce)(ce)機構(gou)存在數(shu)據(ju)(ju)二(er)次采(cai)集(ji)的(de)(de)情況(kuang),二(er)次采(cai)集(ji)數(shu)據(ju)(ju)占上傳總(zong)數(shu)據(ju)(ju)量(liang)(liang)的(de)(de)0.99%,說(shuo)明部分檢(jian)(jian)測(ce)(ce)(ce)機構(gou)存在設備老舊、檢(jian)(jian)測(ce)(ce)(ce)人(ren)員操作不規范等情況(kuang)。武山恒安工(gong)程(cheng)質量(liang)(liang)檢(jian)(jian)測(ce)(ce)(ce)有(you)限公(gong)司、臨(lin)夏(xia)州(zhou)盛河(he)建(jian)設工(gong)程(cheng)質量(liang)(liang)檢(jian)(jian)測(ce)(ce)(ce)有(you)限責任公(gong)司、定西(xi)衡通工(gong)程(cheng)檢(jian)(jian)測(ce)(ce)(ce)有(you)限公(gong)司、天水冀(ji)城建(jian)設工(gong)程(cheng)質量(liang)(liang)檢(jian)(jian)測(ce)(ce)(ce)有(you)限公(gong)司檢(jian)(jian)測(ce)(ce)(ce)數(shu)據(ju)(ju)二(er)次采(cai)集(ji)率大于(yu)10%,天祝縣建(jian)筑材料檢(jian)(jian)測(ce)(ce)(ce)中心等企(qi)業檢(jian)(jian)測(ce)(ce)(ce)數(shu)據(ju)(ju)二(er)次采(cai)集(ji)率大于(yu)5%。

(三)問(wen)題整改處理情況
對省(sheng)住建廳及各(ge)(ge)地在整(zheng)治提升(sheng)行動中(zhong)發現的問題,各(ge)(ge)屬地住建部(bu)門均已(yi)督促完成整(zheng)改(gai),并依法依規(gui)進行了處理。各(ge)(ge)地要進一步強(qiang)化監(jian)管力(li)度(du)(du),在下一步整(zheng)治工作中(zhong)將存在問題的企業(ye)和(he)項(xiang)目列為(wei)重點監(jian)管對象,加大(da)監(jian)督檢查頻次和(he)力(li)度(du)(du)。
對(dui)檢測監管(guan)平臺統計分(fen)析結果暴(bao)露出的相關問題,各(ge)市(shi)州住建部門要進一步調查(cha)核實,全面梳理,對(dui)存(cun)在(zai)的問題要限期督促整改,對(dui)存(cun)在(zai)違法違規(gui)行(xing)為(wei)的企業要依(yi)法依(yi)規(gui)嚴肅進行(xing)查(cha)處(chu),并(bing)于2022年4月底前將核查(cha)處(chu)理情況報省住建廳(ting)。
二、下一(yi)步工作安(an)排(pai)和要(yao)求
各(ge)(ge)地住建(jian)(jian)(jian)(jian)(jian)部門(men)、各(ge)(ge)檢(jian)測(ce)(ce)機構和(he)(he)預拌(ban)混(hun)凝(ning)土生產企業、各(ge)(ge)在建(jian)(jian)(jian)(jian)(jian)項目要持續深入貫徹落實《2022年甘肅省(sheng)質(zhi)(zhi)(zhi)(zhi)量(liang)發(fa)展(zhan)工(gong)作要點(dian)》及省(sheng)住建(jian)(jian)(jian)(jian)(jian)廳《關于(yu)完善質(zhi)(zhi)(zhi)(zhi)量(liang)保障體系提升建(jian)(jian)(jian)(jian)(jian)筑工(gong)程品質(zhi)(zhi)(zhi)(zhi)的若(ruo)干措施》等文件精神,繼續按照省(sheng)住建(jian)(jian)(jian)(jian)(jian)廳《全省(sheng)預拌(ban)混(hun)凝(ning)土質(zhi)(zhi)(zhi)(zhi)量(liang)和(he)(he)工(gong)程質(zhi)(zhi)(zhi)(zhi)量(liang)檢(jian)測(ce)(ce)專(zhuan)項整治提升行(xing)動(dong)方案》(甘建(jian)(jian)(jian)(jian)(jian)質(zhi)(zhi)(zhi)(zhi)〔2021〕147號)中的整治范圍(wei)和(he)(he)內容,并(bing)對(dui)照本次通報(bao)的相關問(wen)題情況,舉一(yi)反三,落實問(wen)題整改,強化(hua)責任意識,持續深入開展(zhan)預拌(ban)混(hun)凝(ning)土和(he)(he)質(zhi)(zhi)(zhi)(zhi)量(liang)檢(jian)測(ce)(ce)專(zhuan)項整治提升行(xing)動(dong),推動(dong)工(gong)程質(zhi)(zhi)(zhi)(zhi)量(liang)品質(zhi)(zhi)(zhi)(zhi)提升。
(一)工作重點
一是(shi)強化源(yuan)頭質(zhi)(zhi)量把(ba)關,嚴(yan)格(ge)預拌(ban)混(hun)(hun)凝(ning)(ning)(ning)土(tu)(tu)(tu)(tu)生產質(zhi)(zhi)量控(kong)制。各(ge)地住建部門要(yao)進(jin)一步加大對預拌(ban)混(hun)(hun)凝(ning)(ning)(ning)土(tu)(tu)(tu)(tu)生產企(qi)業監督(du)執(zhi)法檢查(cha)力度(du),督(du)促預拌(ban)混(hun)(hun)凝(ning)(ning)(ning)土(tu)(tu)(tu)(tu)企(qi)業認真貫徹落實《甘肅省預拌(ban)混(hun)(hun)凝(ning)(ning)(ning)土(tu)(tu)(tu)(tu)質(zhi)(zhi)量管理辦法》(甘建規范〔2020〕3號)及有關標準、規范要(yao)求(qiu),加強混(hun)(hun)凝(ning)(ning)(ning)土(tu)(tu)(tu)(tu)源(yuan)頭質(zhi)(zhi)量管控(kong)和過程(cheng)管理。重點加強混(hun)(hun)凝(ning)(ning)(ning)土(tu)(tu)(tu)(tu)用(yong)外加劑等(deng)原材料(liao)的使用(yong)管理,杜絕不合(he)格(ge)產品進(jin)入(ru)預拌(ban)混(hun)(hun)凝(ning)(ning)(ning)土(tu)(tu)(tu)(tu)生產企(qi)業,加強對混(hun)(hun)凝(ning)(ning)(ning)土(tu)(tu)(tu)(tu)配合(he)比(bi)的管理和出廠檢驗關,嚴(yan)查(cha)混(hun)(hun)凝(ning)(ning)(ning)土(tu)(tu)(tu)(tu)生產企(qi)業試(shi)驗室檢測弄虛作假等(deng)行為(wei),保障混(hun)(hun)凝(ning)(ning)(ning)土(tu)(tu)(tu)(tu)產品質(zhi)(zhi)量。
二是(shi)強(qiang)化檢測(ce)(ce)(ce)(ce)質量管(guan)控,嚴(yan)查(cha)(cha)檢測(ce)(ce)(ce)(ce)機(ji)(ji)構(gou)(gou)(gou)出具虛(xu)假(jia)報(bao)(bao)告(gao)行為。近期有媒體報(bao)(bao)道陜西寶雞工程質量檢測(ce)(ce)(ce)(ce)報(bao)(bao)告(gao)造假(jia)事(shi)件,雖然(ran)事(shi)件涉及的(de)是(shi)偽(wei)造檢測(ce)(ce)(ce)(ce)報(bao)(bao)告(gao),但也從側面(mian)反映出檢測(ce)(ce)(ce)(ce)市場管(guan)理方面(mian)的(de)諸多(duo)漏洞。各(ge)地住(zhu)建部門要進(jin)一(yi)步強(qiang)化工程質量檢測(ce)(ce)(ce)(ce)機(ji)(ji)構(gou)(gou)(gou)動態監管(guan),要始終把嚴(yan)肅(su)查(cha)(cha)處檢測(ce)(ce)(ce)(ce)數據(ju)弄虛(xu)作假(jia)、出具虛(xu)假(jia)報(bao)(bao)告(gao)做為對檢測(ce)(ce)(ce)(ce)機(ji)(ji)構(gou)(gou)(gou)監管(guan)的(de)重(zhong)點(dian),督(du)促檢測(ce)(ce)(ce)(ce)機(ji)(ji)構(gou)(gou)(gou)進(jin)一(yi)步增強(qiang)質量意(yi)識,依(yi)法依(yi)規開(kai)展檢測(ce)(ce)(ce)(ce)工作,重(zhong)點(dian)加強(qiang)對近年來新成立檢測(ce)(ce)(ce)(ce)機(ji)(ji)構(gou)(gou)(gou)的(de)事(shi)中事(shi)后監管(guan),嚴(yan)查(cha)(cha)規避上傳、修改(gai)數據(ju)等行為。
三是強(qiang)化主體責(ze)任落實(shi)(shi),確保工程實(shi)(shi)體質(zhi)(zhi)量(liang)的提升(sheng)。各地要(yao)進一步(bu)加大延伸(shen)檢查(cha)力(li)度,加強(qiang)與現場的聯動檢查(cha),對發現的預拌混凝土(tu)質(zhi)(zhi)量(liang)問(wen)題、不合格檢測報(bao)告要(yao)一查(cha)到底,確保工程實(shi)(shi)體質(zhi)(zhi)量(liang)。各級質(zhi)(zhi)量(liang)監(jian)督機構(gou)要(yao)進一步(bu)加強(qiang)項(xiang)目參建各方主體責(ze)任的落實(shi)(shi),督促建設單位(wei)要(yao)嚴格落實(shi)(shi)首要(yao)責(ze)任,按規定委(wei)托檢測,督促施工、監(jian)理企業落實(shi)(shi)質(zhi)(zhi)量(liang)控(kong)制體系,嚴把(ba)施工質(zhi)(zhi)量(liang),重點(dian)加強(qiang)對監(jian)理單位(wei)責(ze)任落實(shi)(shi)的監(jian)督管理。
四(si)是強化數據信息(xi)監管(guan),切實推(tui)行智慧監管(guan)。今年省(sheng)住(zhu)建(jian)廳按照省(sheng)政(zheng)府數字(zi)政(zheng)府建(jian)設要求積(ji)極(ji)推(tui)進“智慧住(zhu)建(jian)一(yi)體(ti)化管(guan)理(li)”平(ping)臺建(jian)設,依托信息(xi)網絡(luo)技術,大力(li)推(tui)進“智慧”監管(guan)實踐運(yun)用(yong),做為(wei)板塊之(zhi)一(yi)的“智慧質安(an)”系統也將(jiang)開始運(yun)行,其中涵蓋(gai)對檢測機構和(he)預拌混凝土企業的信息(xi)化管(guan)理(li)模塊。各地(di)住(zhu)建(jian)部門(men)要加強學習培訓(xun)和(he)宣傳應(ying)用(yong),積(ji)極(ji)應(ying)用(yong)“智慧質安(an)”系統開展監管(guan)工(gong)作,強化智能化管(guan)理(li)水平(ping)。
五是(shi)強化(hua)市場(chang)服(fu)(fu)務(wu)指(zhi)導,引導行(xing)業健(jian)康有(you)序發(fa)展(zhan)。各地在強化(hua)監管的同(tong)時,要進一(yi)步提(ti)高服(fu)(fu)務(wu)意識,結合(he)本地實(shi)際建立(li)長效機制(zhi),合(he)理規劃產業布局,規范市場(chang)秩序,指(zhi)導企業提(ti)升(sheng)技術水平(ping),培育發(fa)展(zhan)模范示(shi)范企業,打造綠色智能生產預拌混凝土企業和現代化(hua)高水平(ping)質量檢測機構,通過(guo)技術與管理手段不斷提(ti)升(sheng)企業質量水平(ping)和市場(chang)競爭力。
(二)工作要求
一是提(ti)高(gao)思想(xiang)認識,做好動(dong)員部(bu)署(shu)。各(ge)地住(zhu)建(jian)部(bu)門要做好專(zhuan)項整治提(ti)升行動(dong)的(de)安排部(bu)署(shu),建(jian)立工(gong)作(zuo)(zuo)機制,細化工(gong)作(zuo)(zuo)目標和措(cuo)施,明確工(gong)作(zuo)(zuo)重點(dian),扎(zha)實有效推進(jin)專(zhuan)項整治工(gong)作(zuo)(zuo)。鼓(gu)勵各(ge)地積極(ji)爭取專(zhuan)項經費,通(tong)過政府購買服(fu)務(wu)的(de)方式(shi),委托專(zhuan)業(ye)機構(gou)和人員進(jin)行監督檢查和抽測。
二是強化(hua)監(jian)(jian)督管(guan)理,曝光典(dian)型案(an)例。各(ge)地住建(jian)主(zhu)管(guan)部(bu)門要充分利(li)用(yong)省廳智慧監(jian)(jian)管(guan)平(ping)臺和檢測(ce)監(jian)(jian)管(guan)系統,強化(hua)事(shi)(shi)中、事(shi)(shi)后監(jian)(jian)管(guan),將(jiang)問題(ti)企(qi)業列入重點監(jian)(jian)管(guan)對(dui)象,對(dui)問題(ti)項目進(jin)行(xing)重點跟蹤,對(dui)違法違規責任主(zhu)體和單(dan)位建(jian)立常態化(hua)監(jian)(jian)管(guan)機制,實(shi)行(xing)清單(dan)化(hua)管(guan)理,同時(shi)要將(jiang)問題(ti)企(qi)業和項目作為反面典(dian)型進(jin)行(xing)曝光,形成有力震懾。
三是(shi)強(qiang)(qiang)化督導(dao)檢查(cha),總結工作(zuo)成效。各(ge)地(di)住建主管部門要進(jin)一步(bu)靠實監管責任(ren),加(jia)強(qiang)(qiang)專項(xiang)整(zheng)(zheng)治提升行(xing)動落實情況的督導(dao)和檢查(cha),將(jiang)(jiang)(jiang)專項(xiang)整(zheng)(zheng)治工作(zuo)與工程質(zhi)量品質(zhi)提升等重點工作(zuo)相結合(he),統籌推進(jin)。省(sheng)住建廳將(jiang)(jiang)(jiang)對各(ge)地(di)工作(zuo)開(kai)展(zhan)情況進(jin)行(xing)督查(cha),采取“雙隨機(ji)、一公開(kai)”方式對預拌混凝土質(zhi)量和檢測機(ji)構進(jin)行(xing)抽查(cha),督查(cha)結果將(jiang)(jiang)(jiang)進(jin)行(xing)全省(sheng)通報。
請(qing)各(ge)市州住(zhu)建部門(men)將專項整(zheng)治(zhi)工(gong)(gong)作(zuo)總結于2022年11月底前報省住(zhu)建廳質(zhi)安(an)處,工(gong)(gong)作(zuo)總結應包括本地區預(yu)拌混凝土(tu)、檢(jian)測企(qi)業基本情況(kuang)、存在(zai)的問題、檢(jian)查處理情況(kuang)、長(chang)效機制建立情況(kuang)和下一步工(gong)(gong)作(zuo)意見建議等內容。
